Request for Quote: AgriFutures Export Fodder Program Strategic RD&E Plan (2021-2026) Mid-term Review
The Export Fodder Program Strategic RD&E Plan (2021-2026) is nearing mid way through its implementation. As part of the mid-term review process, AgriFutures Australia requires an assessment of the implementation of the Export Fodder Program Strategic RD&E Plan (2021-2026) to date including an assessment of investment in the Program.
Individuals or organisations making a submission are required to have an understanding of the Export Fodder industry, have a thorough understanding of the methodology behind RDC research, development and extension strategic plans.
This Request for Quote closes 12 noon AEST Wednesday, 10 July 2024.
Background
This Request for Quote (RFQ) is seeking services from an individual or organisation to undertake a mid-term assessment of the Export Fodder Program Strategic RD&E Plan (2021-2026) as part of the AgriFutures Export Fodder Program.
The AgriFutures Export Fodder RD&E Plan informs researchers and collaborators in the development of research proposals, and it guides AgriFutures Australia in investing Program funds.
The AgriFutures Export Fodder Strategic RD&E Plan (2021-2026) was approved by the AgriFutures Australia Board in September 2021 and outlines four key objectives:
- Production of high-quality export grade fodder
- Continued access to export markets
- Supporting innovation across the supply chain
- Increased adoption of R&D outputs by industry
To ensure the Program investment aligns with the Plan a mid-term review is to be conducted through this project that may include a list of recommendations to improve the investment in research, development and extension to align with the Plan.
The outcome of this project is to provide AgriFutures with detailed consideration of the investment of the Export Fodder Program and how the investment aligns with the interim 5 year plan that will:
- Inform industry, the community and Government about the investment in AgriFutures Export Fodder Program
- Support RD&E planning and decision-making, through detailing current progress towards addressing the objectives and goals of the current 5 year plan
- Signal to researchers and collaborators how current investments are performing in terms of addressing the current 5 year plan by AgriFutures Australia
- Ensure good governance and transparency in the administration and management of AgriFutures Export Fodder Program
Service requirements
The following tasks are to be completed:
- Assess the performance and alignment of the current investments to the Export Fodder Strategic RD&E Plan (2021-2026)
- Use targeted interviews to understand how the current plan meets the expectations and priorities of the Export Fodder industry
- Suggest any gaps in the existing monitoring and evaluation plan for implementation through the remainder of the project. Provide a report to AgriFutures outlining the success of the plan to date, recommended changes, and recommended investment
- The final deliverables will include a presentation to the Export Fodder Advisory Panel and industry
Project deliverables
- A Draft Report will be provided to the AgriFutures Export Fodder Program manager for review
- Review comments and feedback will be incorporated in a Final Report
- Project summary document to be published on the AgriFutures website
- A presentation of key finding to the Export Fodder advisory panel and key industry stakeholders
- Following execution of contract, or at the project inception meeting, AgriFutures Australia will provide project information and researcher contact details for all projects falling within the scope of the impact assessment.

Submitting a quote
Applications for this Request for Quote must be submitted online using the application in K2. Respondent’s will be expected to review the full Request for Quote documentation before submitting a response and provide:
- A detailed project plan – including timelines, how the project will be conducted and how this will meet the requirements of the RFQ. Addressing SMART (Specific, Measurable, Attainable, Relevant and Timebound) milestones aligned to the deliverables of the project.
- A detailed budget – attachments may be included.
- Examples of similar work the respondent has completed.
- Capability and relevant experience.

Terms of reference
These contracts and agreements have been developed to reflect AgriFutures Australia’s statutory and other procurement responsibilities.
If you require any amendments to the standard agreement please complete the statement of non-compliance for each of the relevant clause. AgriFutures will then assess those requests.
Applicants will be taken to have agreed to all clauses in the Research Agreement that are not referred to in a statement of non-compliance. The extent of any non-compliance will be a factor in AgriFutures Australia’s evaluation of the application.
